Rob Holder

Rob Holder has more than 30 years’ experience in program management. He has successfully led complex information technology software and enterprise infrastructure programs for various clients.  Mr. Holder has managed performance-based initiatives in support of the federal government within the Intelligence Community, Department of Homeland Security, U.S. Department of Agriculture, as well as Federal Law Enforcement. He has demonstrated success in directing, managing and leading critical, highly visible software development and information systems programs and projects both in the federal government and in private industry. In addition, he is considered an industry expert on performance-based contracting (PBC) and Earned Value Management (EVM) delivering against PBC and EVM standards and methodologies.

Mr. Holder possesses exceptional abilities in leading diverse groups of personnel, fostering teamwork, partnering with his customer, building consensus, motivating staff, and Customer Relationship Management. Mr. Holder's experience at Emagine IT, HP, EDS and the Air Force (Lt. Col., Ret.) includes managing large, technically complex programs with diversified teams and multiple projects simultaneously underway. He is adept at multi-tasking, facilitating communication within project teams and with senior government customers.

Mr. Holder has a MPA from Golden Gate University, San Francisco, CA and a BA in Communications from Howard University in Washington, DC. In addition, he possesses Lean Six Sigma training, Project Management Professional (PMP) and ITIL V3 certifications and is an Adjunct Professor in Leadership Studies at George Mason University 2005-Present.
